     Information is collected orally from other persons who are expected to possess the necessary information on the persons regarding whom the information is needed

     These other persons are known as witnesses

Suitability-

     Relatively large investigation field

     Direct contact with concerned informants not possible

     Only experts can give information

     Used mostly by government committees/commissions

Merits-

1.    Wide field coverage

2.    Comparatively less expensive

3.    Expert Opinion can be sought

Demerits-

1.    Relatively less accurate

2.    Personal bias of witnesses may enter
